Eamon Ryan Who really won in the ESB dispute

first_imgWE ARE ALL glad not to be waking up this morning to the power cuts that had been threatened by strike action in the ESB. One week on from the Labour Relations Committee resolution, it is interesting to consider who were the real winners and losers in the dispute. We will only know the answer to that question next February when the annual accounts for the ESB are published.If the auditors KPMG insist on the company setting aside some €300 million to cover future pension liabilities, then the common view that the company caved in will be confirmed. If,on the other hand, the balance sheet of the company remains largely unchanged, then the unions will have pushed things to the brink just for a change of wording around a rather technical accounting practise issue. The promised negotiations in the event of a future deficit, were on the table in the first place.I hope it ends up with the company not having to put more money aside to cover the accounting risk. If it does have to do so, then the real losers will be the hundreds of young electrical engineers and technician across the country who will be deprived of vital new job opportunities. Those new jobs would disappear because the only way the company could raise the necessary money would be to cut back various capital projects which should be the source of that employment. The unions would have real questions to answer about whether they have prioritised older and more established members at the expense of the young graduates or trainees.What is the Government hoping for?The Government is keeping quiet on the issue, which makes me think it is rooting for a no-cost solution for the company. The reason it would want that is it has already done real damage to the company’s investment plans by demanding a half a billion cash dividend from the ESB, which no one was planning for.It has  pedalled the false line that it was forced to do so by the Troika agreement, but that is not true. It could reverse its own dividend decision tomorrow, and if I was in the unions that is where I would be looking to put some pressure, so that the long term future of the company – and thus its pensions – are assured.The key to this dispute was whether the company would be able to pay those pension contributions in 10 or 20 years’ time. It would be a bitter irony if the dispute ended up delivering an outcome which make the company weaker and less able to meet those commitments.The old electricity model is dyingThe unions are no longer dealing with the same state-owned monopoly of the 1970s or 1980s; that old electricity model is now dying right across Europe. An energy transition is happening as power moves from old base load fossil fuel plants to new distributed renewable generation systems. In five years time, how many customers will want to buy electricity from the ESB at 16 cent for each kilo watt hour when the same power could come from a solar panel at two thirds the price?The best way for the ESB to secure its future is to invest in the growing energy services area and become a leader in home energy management systems, electric vehicles and flexible generation. In a more integrated regional electricity market, the company is also going to have to expand into the UK and use the expertise it develops here to gain a competitive advantage there. That strategy is going to be undermined if capital spending is cut. The company will still be able to manage on a day-to-day basis but its future prospects will start to look more and more uncertain; investors will start to lose faith in the company and its borrowing costs will start to rise.My guess is that the auditors will not force the company to make an extra provision in its accounts. Brendan Ogle has said that the issue is a matter between the company and KPMG. That makes sense. The 9.30am inbound flight from Iceland was also cancelled as a result of the collapse. Following the announcement, the Commission for Aviation Regulation has issued advice to passengers.WOW Air had been struggling financially for months. Talks of a takeover between the budget airline and Icelandair broke down in recent days, the second time Icelandair had cancelled plans to buy the no-frills airline. European Parliament condemns lack of transparency in Cyprus deposit tax decision

first_img Facebook Twitter: @NeosKosmos Instagram The European Parliament has heavily criticized eurozone officials, accusing them of a lack of transparency over their decision to enforce a deposit tax in Cyprus.“We regret the lack of transparency and democratic accountability in the original solution proposed by the Commission, IMF and the ECB for Cyprus,” said European Parliament President Martin Schulz on behalf of the majority of political group leaders in the European Parliament Conference of Presidents – EPP Joseph Daul, S&D Hannes Swoboda, ALDE Guy Verhofstadt, Greens/EFA Rebecca Harms and Daniel Cohn-Bendit, ECR Martin Callanan.“Eurozone finance ministers also must take responsibility for this original solution for the Cyprus banking sector. The proposed solution was taken behind closed doors in the early hours of the morning without proper reflection on the consequences for ordinary people. Yet the ‘blame-game’ on whose proposal this was only serves to undermine confidence in the EU.”The European Parliament leaders said that deposits of less than 100,000 euros should be exempt from any tax.“A fairer and sustainable solution for the Cypriot people must be found,” they said in their statement. “We need a European solution to the Cyprus problem, not an external one. Ordinary people’s savings should not be used to bail out the banking sector.“The eurozone banking system is undergoing a radical overhaul with the establishment of a banking union and a single supervisory mechanism. The situation in Cyprus underlines the need for these to be put in place as soon as possible. Riot police break up party in Wash college town

Mike Scanlon.“There was drinking, it became disorderly and pretty much an out and out riot,” he told The Associated Press.He said the unrest began as police dispersed a noisy party that had drawn a few hundred people.Lauren Boushey, 20, a Western Washington junior, who was at the apartment complex party said it broke up around 9 p.m. and police officers politely asked people to go home.“It was set up to be … this really nice night and nothing reckless or ridiculous like it turned into,” she said Sunday, noting that the party wasn’t connected to the riots and that people lingered and a crowd started forming a block away.Many of the revelers then moved to nearby Laurel Park, where they were joined by even more people, Scanlon said, calling it a “large, intoxicated, disorderly crowd.”The situation “finally boiled over,” he said. “They began hurling projectiles at police.”Up to 500 people had converged on the park as police worked to disperse them, at one point using pepper spray, Scanlon said.It took about 45 minutes to clear the area and restore order.Boushey said she saw several people throwing bottles and beer cans at police officers and provoking them. Walker House Dems aim to put climate policy back on the table

(Photo by Skip Gray/360 North)Climate change has always been a sticky issue for Alaska policymakers. In a state that sits on the front lines of global warming but remains deeply dependent on oil, it sometimes seems like the easiest option is just not talking about it at all.Listen nowBut now, Gov. Bill Walker and Democrats in the state House are considering some tentative steps to tackle the issue. And they’re picking up where another Alaska governor left off.The Walker administration has been signaling for months that it wants to develop a formal climate change policy. The governor even previewed the effort in his State of the State speech on Jan. 18.“Alaska is the only Arctic state in the nation, and we are ground zero for climate impacts,” Walker said. “We must maintain the integrity of our land, air and water for future generations. My administration is developing a framework to engage Alaskans in this effort [to] protect our way of life.”In the speech, Walker sounded a lot like the last Alaska governor to tackle climate change — Sarah Palin.“As the largest and only Arctic state, we’re also studying climate change, through our DEC-led sub-cabinet,” Palin said in her last State of the State speech in 2009. Her sub-cabinet — essentially a working group of government officials established by administrative order in 2007 — was the last major statewide policy effort on climate change.Larry Hartig chaired that effort, as commissioner of the Department of Environmental Conservation — a job he still has, two governors later. He said when his team first started talking about climate change adaptation, they were ahead of their time.“In the early years, I would go to meetings with other states or other countries, and I would be talking about adaptation, and they would look at me like I was doing something sinful,” Hartig said, because talking about climate change was supposed to mean talking about stopping climate change, by cutting greenhouse gas emissions.“It was like you were distracting people from the real work if you wanted to talk about how you’re going to adapt to change,” Hartig said. “It was kind of like giving up.”Now, of course, nearly ten years later, adapting to climate change is no longer an outlandish idea.Palin’s sub-cabinet was supposed to draft an overarching state climate strategy, to deal with impacts, cut emissions and triage the most threatened communities. Hartig says a lot of good work came out of that effort — you can still find the reports online. But there was never any final strategy. Under Gov. Sean Parnell, the focus shifted. The sub-cabinet is still on the books, but it last met in 2010.Now, Walker is trying to revive that effort, and he’s tapped Lt. Gov. Byron Mallott to head it.“Well, there is a climate policy process in the works,” Mallott said. “What’s in it, is a work in progress.”If that sounds vague, well, it is — deliberately so, Mallott said. He said he knows climate change is a touchy subject, and he’s trying to get a lot of input before moving forward. He said he wants to get beyond the political debate over what causes climate change, and focus on dealing with its impacts.“Let’s get at making progress in such a way that regardless of your core belief as to what causes it, [we can] focus on its reality and how do we deal with that,” Mallott said. “Because if I start from the place, ‘I believe it’s human caused,’ then I’ve already begun to disengage from voices that believe differently. And they need to be heard.”Ultimately, Mallott said, the state needs to plan not only for environmental change, but for changes in international policy and the markets, which, he said, are likely moving toward a low-carbon future whether Alaska likes it or not.The administration is aiming to release something more concrete this spring.Meanwhile, Rep. Andy Josephson, D-Anchorage, the new co-chair of the House Resources Committee, plans to introduce a climate bill within weeks.Josephson said the issue has taken on a new urgency since the November election.“It’s a higher priority because I don’t have a White House anymore that cares,” Josephson said. “And that is profoundly concerning and frustrating. So for the next three years and 11 and a half months, it’s not going to come from the federal government.”Josephson said his bill will likely call for an outside commission to recommend specific legislation. He’s also considering a climate change mitigation fund. That would add a small per-barrel carbon tax on oil production to fund climate adaptation, like evacuation roads or new schools for eroding villages.But there is less appetite in the Republican-controlled state Senate.Cathy Giessel, R-Anchorage, is chair of the Senate Resources Committee. She said Alaska already taxes oil production to pay for infrastructure — that’s basically how the state budget works.And Giessel pointed out that Alaska has a different set of incentives than, say, California. In a state that still gets much of its revenue from oil, she said, if we want more money to deal with climate impacts, we need more oil production, not less.“Should we hamper Alaska in developing our financial means to handle these challenges?” Giessel asked. “I think that it would be very short-sighted and imprudent.”Giessel, who is also the Senate chair for Arctic Policy, said she has doubts about whether human activity is the main driver behind climate change. And she worries that even discussing the issue opens up a dangerous can of worms.“Every day we have change in our environment. Of course we plan for change,” Giessel said. “But there are many folks that take this opportunity to advocate for completely shutting down our state. And that’s the risk when you start opening this kind of conversation up.”last_img read more

Abhinandan fit to fly again

After his capture in February, Wing Commander Varthaman was taken off flying duties due to injuries sustained in Pakistan after ejecting from his MiG-21. He also spoke to The Associated Press about what he’s learned from the #MeToo conversation and what he’s doing at his production company to bring new voices into Hollywood.During Affleck’s best actor campaign for “Manchester By the Sea” in 2016, the spotlight was turned back on the civil lawsuits filed by a cinematographer and a producer who worked on “I’m Still Here” for breach of contract.
